3.投标人资格要求

Bidder qualification requirements

3.1投标人应具备的资格：

The bidder should have the qualifications:

1）国内的投标人须提供经年检的企业营业执照副本（复印件）、组织机构代码副本（复印件）、国/地税税务登记证（复印件），国外的投标人需提供企业注册证明及相关税务证明。

1）Domestic bidders shall provide a copy of a business license by the annual enterprise (photocopy), organization code (copy), State / Local Tax Registration Certificate (photocopy), foreign bidders must provide proof of registration and related corporate tax proof.

2）如果投标人提供的货物不是投标人自己制造的，投标人应得到货物制造商同意其在本次投标中提供该货物的正式授权书原件（要求针对本项目的唯一授权）。

2）If the goods supplied by the Bidder are not of their own making bidder, the bidder shall receive goods manufacturers agree to provide original power of attorney of the goods in this tender (request only authorized for this project).

3）投标人需提供生产厂家出具拟投标产品的技术参数证明文件。

3）The bidder shall provide the manufacturer issue the product technical parameters of the documents to be tendered.

4）投标人需提供2011年1月1日以来（以合同签订时间为准），相同产品业绩合同不少于3份。

4）The bidder shall provide since January 1, 2011（the time of contract shall prevail），the same product performance contract not less than three.

5）投标人应具备国家规定的进出口经营资格（《对外贸易经营者备案登记证书》和《中华人民共和国海关进出口货物收发货人报关注册登记证书》），本项目不接受第三方免税代理。

5）The bidder should have stipulated by the state import and export business qualification(“Foreign trade operator for the record registration certificate”and“The law of the People's Republic of China on customs import and export goods customs declaration registration certificate of the consignee or consignor”), this project does not accept the third party tax agent.

其他说明：领购时间为9时-11时30分，15时-17时30分（节假日除外）若邮购，每套须另加50元人民币或20美元（国外）。邮件将在收到相关款项后即刻以快件方式寄出，但在任何情况下招标人和招标机构均不对邮件未准时邮递或丢失承担任何责任。售后不退。

Other notes: Purchasing time is 9:00 -11 30 15 -17 30 pm (except holidays) if mail order, are subject to 50 RMB or 20U.S.dollars. Mail will be sent instantly to express way after receiving the relevant funds, but in no case be liable for the tender and the tender body is not punctual postal mail or assume any responsibility for the loss.
